April 6-The Federal Aviation Administration(FAA) is currently reviewing the report and recommendations of the MicroUnmanned Aircraft Systems (UAS) Aviation Rulemaking Committee. The agency hadtasked the group to develop recommendations for performance-based regulationsthat would let certain unmanned aircraft operate over people not directlyinvolved in the flight of the aircraft.

4月6日报道-联邦航空管理局正在审查微型无人飞行器系统航空立法委员会的报告和推荐意见。联邦航空管理局曾经指定航空立法委员会形成推荐意见,促进围绕操控行为开展立法,而立法的目的则是为了让特定无人飞行器可以在非机组人员上空飞行。

The rulemaking committee, which beganmeeting March 8, worked under a tight deadline of April 1 to deliver itsreport. The task force included a diverse set of aviation stakeholders,including UAS manufacturers, UAS operators, consensus standards organizations,researchers and academics.

立法委员会3月8日组织召开会议,经紧张有序工作,在预定最终期限4月1日提交了报告。立法工作组包括广泛的航空产业利益相关者,具体有无人飞行器生产厂家、无人飞行器操控员、统一标准化组织、科研和学术人士等。

“We commend the committee members for theirsincere dedication and for producing a comprehensive report in such a shorttime,” said FAA Administrator Michael Huerta. “This type of collaborativegovernment and industry partnership is exactly what is needed to keep pace withthis rapidly changing industry and will serve as a model for future rulemakingadvisory tasks.”

联邦航空管局局长MichaelHuerta称:“我们应该赞扬委员会成员,为他们真诚奉献的精神和在如此之短时间内完成了综合性报告的表现。为了与瞬息万变的行业发展保持同步,此类政府与产业界合作尤为必要,也为将来立法咨议工作树立了榜样。”

The ARC’s consensus report recommendsestablishing four small UAS categories, defined primarily by risk of injury topeople below the flight path. For each category, the group recommends assigninga potential risk linked to either weight or impact energy. The report alsoaddresses operational restrictions and standards to minimize the risksassociated with each category.

立法委员会协商一致的报告推荐建立四层级小型无人机分类,主要以飞行器的飞行路线对地面人员伤害风险为评价标准。立法工作组推荐针对每一级别,确定与重量或者冲击动能相关联的潜在风险。报告还推荐了可最小化各级别风险的操作性限制和标准。

The FAA will use the information in thereport to develop a flexible, performance-based proposed rule. The public willhave an opportunity to comment on the proposal based on the ARC’srecommendations.

联邦航空管理局将利用报告提供的信息制定一个具有弹性的、围绕操控行为的推荐性法规。公众也将有机会对基于航空立法委员会推荐意见而制定的推荐性法规提出批评。
