【导读】

负责制定和修改足球规则的国际足球联合会理事会（IFAB）修改了部分规则，新规则从2016/17赛季开始施行。

第十四章《球点球》中有些微调，略述如下。

【新规&解读】

1）球场外犯规的球点球判罚：

新规：如果一名队员在本方罚球区内犯有可判为直接任意球的犯规，或按照第12章和第13章描述犯规发生在场外但视为比赛的一部分且距犯规地点最近球场边界线在本方罚球区内，应判罚球点球。

解读：和前面的12章13章内容互相呼应，场外犯规也难逃制裁。

2）球的静止和移动状态的判定：

新规：皮球必须放定在罚球点上，当球被踢且明显移动后，比赛即为进行。

解读：和其他章节描述保持一致。

3）球点球结束的判定：

新规：球点球结束的判定：①球停止移动；②球出比赛场地；③裁判员根据规则中的犯规行为停止比赛。

解读：前面第十章的描述一样。

例子：

很久以前培训班上老师讲的一个例子，守门员奋力一扑，球被弹走，他兴奋不已，直蹦高，结果球没出界，又被风吹慢慢滚进球门了。裁判员判罚进球有效，门将顿时一脸大写的懵逼，而教练心中则是一万匹草泥马飘过……4）球点球犯规及判罚：

解读：

上图比较详细了，这里再补充一下同时犯规的判罚原则：

IFAB认为：①违规假动作②错误的罚球队员——这两种行为属于非体行为，为高优先级的犯规。

守门员犯规导致球未进，未列入非体行为，但要吃牌，为次优先级犯规。

向后踢皮球和双方队员同时冲入禁区，为低优先级犯规。

上述犯规行为同时发生时，需要按照优先级顺序来进行判罚。

这条出现在本章，是因为在点球决胜阶段基本只会出现违规假动作、向后踢皮球和守门员犯规这三种行为，所以对犯规行为的比较还是放在本章较好。

例子：

罚球队员违规假动作，守门员提前移动——守方间接任意球，攻方吃牌

错误队员来罚球点球，守门员提前移动——守方间接任意球，攻方吃牌

攻方队友提前入禁区，守门员提前移动且球未进——重踢，守门员吃牌

1）A penalty kick is awarded if a player commits a direct free kick offence inside their penalty area or off the field as part of play as outlined in Laws 12 and 13.
