典故出自《史记·田敬仲完世家第十六》。邹忌（约前385-前319），战国时齐国大臣。以鼓琴游说齐威王，被任相国，封于下邳（今江苏邳县西南），称成侯。齐威王（前356～前320），中国战国时期齐国国君。妫姓，田氏，名因齐，田齐桓公田午之子。公元前356年继位，在位36年。以善于纳谏用能，励志图强而名著史册。君臣之间这段故事成为千古佳话。



公元前356年，齐桓公死后，由他的儿子齐威王即位。

齐威王继承王位后，得意忘形，狂纵无度，每天吃喝玩乐，对于朝政大事不闻不问。尤其迷恋弹琴，经常独自关在后宫内抚琴自娱。一晃九年过去了，国家日趋衰败，百姓贫困不堪。周边国家看到齐威王如此荒唐，接连起兵进犯。齐国连吃败仗，边防线上不断报警，齐威王仗着国大业大，根本不理。

文武大臣见齐国江河日下，纷纷上书劝谏，齐威王都当耳旁风。到后来，齐威王见劝谏的大臣妨碍自己的雅兴，索性下令不准进谏的人进王宫，如有违者，立即赐死。

大臣们耽心国家的安危，心急如焚，但见齐威王根本不听劝谏，又下了死命令，一个个只好缄默其口。这样，齐国国势越来越糟了。

一天， 有个名叫邹忌的齐国人，自称是位高明的琴师，走进王宫，对侍臣说："听说大王爱弹琴，我特地前来拜见，为大王抚琴。"

侍臣禀报齐威王，齐威王一听很高兴，立即召见邹忌。

邹忌近前，听齐威王弹琴。他听后，连声称赞道："好琴艺呀！好琴艺……"

齐威王不等邹忌称赞声落音，连忙问道："那么你说一说，我的琴艺好在哪里？"

邹忌躬身一拜道："我听大王那大弦弹出来的声音十分庄重，就像一位名君的形象；我听大王从那小弦弹出来的声音是那么清晰明朗，就像一位贤相的形象；大王运用的指法十分精湛纯熟，弹出来的个个音符都十分和谐动听，该深沉的深沉，该舒展的舒展，既灵活多变，又相互协调，就像一个国家明智的政令一样。听到这悦耳的琴声，怎么不令我叫好呢！"

齐威王说："有何讲究？"

邹忌道："古时候，伏羲做的琴，长三尺三寸六分好象一年三百六十日；上圆下方，犹如以法规治理天下。弹琴本来为陶冶性情，杜绝淫邪之念，乃修身养性之乐事。"

齐威王听着，似有所悟地点点头。

邹忌接着侃侃而谈："弹琴和治理国家一样，必须专心致志。五根琴弦，好似君臣之道，大弦音似春风浩荡，犹如君也；小弦音如山涧溪水，像似臣也；应弹哪根弦就认真地去弹，不应该弹的弦就不要弹，这如同国家政令一样，五弦配合协调，才能弹奏出美妙的乐曲，这正如君臣各尽其责，才能国富民强、政通人和。弹琴和治国的道理一样呀！"

齐威王听邹忌以琴喻政，不耐烦地说："先生将琴理说得这么玄，那只不过是空谈，我要见识你弹琴的真本领，请弹一曲让我听听吧！"

邹忌离开琴位，两手轻轻舞动，只摆出弹琴的架势，却并没真的去弹。

齐威王见邹忌如此这般，恼怒地指责道："你为何只摆空架子不去真弹琴呢？难道你欺君不成？"

邹忌笑道："大王息怒！我弹琴自娱想成高手，所以成天琢磨弹琴的道理，大王身居王位，掌握着整个国家的命运，不管国家大事，这跟我摆着琴不弹有什么两样呢？我摆着琴不弹，大王很不高兴。大王面前摆着齐国这架大琴，即位九年了却不去弹它，一切国事都让下臣去做，连敌国屡屡进犯，打算瓜分齐国的军国大事大王也不放在心上，恐怕齐国的大臣百姓们也不会高兴吧？"

齐威王一怔，这才意识到邹忌的来意不寻常，连忙问道："先生莫非另有见教？"

邹忌躬身再拜道："岂敢！我只知道琴声也是心声。琴不弹则不鸣，国不治则不强。"

齐威王道："先生说得对！你以琴谏寡人，使我耳目一新。九年积重难返，我该怎么做才好呢？"

邹忌说："这个么，说难也不难，大王应该像你每天勤于弹琴那样，当务之急是把国家大事先弹起来。"

齐威王问："这个我能做到。可是，从哪方面着手呢？"

邹忌指着五根琴弦说："大王可以先选贤任能、兴利除弊、不近声色、整顿军马、关心百姓五个方面协调着手，何愁齐国这架大琴不奏出妙曲呢！"

齐威王明白了：这位自称"琴师"的邹忌原本是个具有治国平天下的能人。于是，他请邹忌做相国，采取上述五大措施，使齐国逐渐强盛起来，一时被楚、魏、赵、韩、燕五国公推为霸主。于是，贤臣弹琴谏齐王的故事传为美谈。
