We have not wings, we cannot soar;

我们没有翅膀,我们不能翱翔,

But we have feet to scale and climb

但是我们有双足,我们可以登攀

By slow degrees, by more and more,

一步一步,由近而远,

The cloudy summits of our time.

跨越我们时代那阴云密布的峰峦。

At a time when the challenges we face – from climate change, inequality and poverty to violent extremism – seem so steep, the words of the poet Henry Wadsworth Longfellow give us hope.

当我们所面临的各种挑战——从气候变化、不平等和贫困到暴力极端主义——看上去如此艰险的时候,诗人亨利·沃兹沃斯·朗费罗的诗句给我们带来希望。

Arranged in words, coloured with images, struck with the right meter, poetry has a power that has no match. This is the power to shake us from everyday life and to remind us of the beauty that surrounds us and the resilience of the shared human spirit.

以文字为结构,以意象为色彩,以韵律为节奏,诗歌的力量可以说无以匹敌。诗歌将我们从日常生活中唤醒,去领略我们周边存在的各种美好,去体悟人类共有的不屈不挠的精神。

Poetry is a window onto the breath-taking diversity of humanity. UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity includes dozens of forms of oral expression and poetry, from the Tsiattista poetic duelling of Cyprus, the Ca trù sung poetry of Viet Nam and Al-Taghrooda to the traditional Bedouin chanted poetry of Oman and the United Arab Emirates. As old as language itself, poetry remains more vital than ever, in a time of turbulence, as a source of hope, as a way to share what it means to live in this world.

诗歌展示着人类神奇的多样性。教科文组织《人类非物质文化遗产代表名录》包括数十种口头表达和诗歌形式,从塞浦路斯的斯亚提斯塔赛诗会、越南的歌筹,到塔古尔达——阿曼和阿拉伯联合酋长国传统贝都因人的诗歌吟唱。与语言本身一样古老的诗歌,在此动荡时代,作为希望的一个源泉,作为分享生活在这个世界意味着什么的一种方式,仍然前所未有地重要。

The poet Pablo Neruda wrote, “poetry is an act of peace.” Poetry is unique in its ability to speak across time, space and culture, to reach directly the hearts of people everywhere. This is a wellspring for dialogue and understanding – this has always been a force to challenge injustice and advance freedom. As UNESCO’s new Goodwill Ambassador for Artistic Freedom and Creativity, Deeyah Khan, has said, all art, including poetry, “has the extraordinary capacity to express resistance and rebellion, protest and hope.”

诗人巴勃罗·聂鲁达写道:“诗歌是一种和平行为。”诗歌在跨越时空和文化、直指世人心灵方面的表达力是独一无二的。诗歌是对话和理解的泉源,而对话和理解一直是挑战不公正和促进自由的一种力量。教科文组织新任促进艺术自由和创造力亲善大使迪亚·汗指出,所有的艺术,包括诗歌,“都具有表达抗拒和反叛、抗议和希望的非凡能力。”

Poetry is not a luxury.

诗歌不是一种奢侈。

It lies at the heart of who we are as women and men, living together today, drawing on the heritage of past generations, custodians of the world for our children and grandchildren.

诗歌就位于作为现世男女的我们众人的心田,今天生活在一起的我们,依托着祖祖辈辈的遗产,为我们的子孙后代守护着这个世界。

By celebrating poetry today, we celebrate our ability to join together, in a spirit of solidarity, to scale and climb “the cloudy summits of our time.” We need this to take forward the 2030 Agenda for Sustainable Development, to implement the Paris Climate Agreement, to ensure no woman or man is left behind.

今天,通过庆祝诗歌,我们也庆祝人类携手共进的能力,让我们团结起来共度时艰,去攀登并跨越“我们时代那阴云密布的峰峦”。我们需要这种精神来推进《2030年可持续发展议程》,实施《巴黎气候协议》,确保没有一个人掉队。

Racial discrimination is a poison that diminishes individuals and societies, perpetuates inequality and feeds anger, bitterness and violence. The fight against racism and all forms of discrimination is a mainstay of peace and social cohesion, especially in our increasingly diverse societies. On the occasion of International Day for the Elimination of Racial Discrimination, UNESCO calls on all its Member States and partners to step up their efforts to build a more inclusive, more giving and fairer world.

种族歧视是一剂毒药,它危害个人和社会,延续不平等,滋生愤怒、怨恨和暴力。与各种形式的种族主义和歧视作斗争,是维护和平与社会凝聚力的支柱,在社会愈加多元化的今天更是如此。值此消除种族歧视国际日,教科文组织呼吁全体会员国与合作伙伴加强努力,建设一个更加包容、团结和公平的世界。

One of the strongest bastions against racial discrimination is formed by education, awareness of the inanity of racial pseudo-theories, and knowledge of crimes committed in the name of such prejudices throughout history. In this spirit, UNESCO works with teachers, museums and publishers to try to combat stereotypes that stigmatize individuals and peoples because of the colour of their skin, their origin or their affiliation. For it is not enough to acknowledge the damaging effects of racism – we also need the tools and instincts to fight it and condemn it wherever it occurs, in whatever form, from petty, everyday humiliation to aggravated violence. This fight starts in the mind of each of us, and must be conveyed in every way possible. For instance, UNESCO and the Musée de l’Homme are organizing an exhibition to be held in Paris from March on the theme of “Us and Them – From Prejudice to Racism”. Together with the mayors and other urban stakeholders in the International Coalition of Inclusive and Sustainable Cities (ICCAR), UNESCO is committed to developing policies in favour of urban inclusion, non-discrimination and diversity. In partnership with the Marianna V. Vardinoyannis Foundation and the European Coalition of Cities against Racism, UNESCO has in particular launched the initiative “Welcoming cities for refugees” with a view to supporting local authorities in their reception policies. Sport is also a powerful lever for inclusion and that is why UNESCO is waging a campaign with Juventus FC, Radio PRISA and the Santillana Foundation to combat racism in football, through the campaigns “#what colour?” “Sin respeto no hay juego” and “#Together4InclusiveSport” with the Tolerance Center in Moscow.

抵御种族歧视最坚实的屏障之一是教育,是对披着理论外衣的种族主义不实言论的认识,是对历史上以这些偏见为名犯下的罪行的了解。秉承这样的精神,教科文组织与教师、博物馆和出版社共同努力,消除因肤色、出身和族群归属而诬蔑个人和群体的成见。因为仅仅了解种族主义的危害是不够的,还需要有力的工具和思想,在种族主义出现时进行揭露和打击,无论它以何种形式出现,是日常的辱骂还是严重的暴力。这场斗争始于每个人的心灵,并应当 通过各种媒介广为传播。教科文组织与人类博物馆将于三月共同举办名为“我们与他人——从偏见到种族主义”的展览。教科文组织还与国际包容性和可持续城市联盟的市长和其他参与者一道,制定促进城市包容性和多样性、反对歧视的政策。教科文组织与 Marianna V. Vardinoyannis基金会和欧洲反对种族主义城市联盟共同发起了“欢迎难民城市倡议”,为地方政府制定接待政策提供支持。体育运动也是促进包容性的有力杠杆,因此教科文组织与尤文图斯足球俱乐部、PRISA电台和 Santillana 基金会共同开展在足球运动中打击种族主义的宣传活动,主题包括“哪种肤色?”和“没有尊重就没有比赛”,另外还与总部在莫斯科的宽容中心联合举办了题为“共同促进包容性体育”的宣传活动。

At a time of economic crisis and social uncertainty, “the other” is always a convenient scapegoat, and racial discrimination a dangerous temptation that manufacturers of hatred know all too well how to exploit. Faced with the increase in acts and the growing acceptance of statements that encourage racism and hatred of others, UNESCO calls for citizens to react, to pass on the values of solidarity, empathy and altruism. In a world of diversity, understanding and respect of others constitute the only possible path. Building walls to keep other people out often means keeping ourselves shut in. Our diversity is a strength: let us learn how to draw on it for the resources of inventiveness, creativity and peace. The more we respect others, the more we respect ourselves.
