Large investment projects have become a robust driving force boosting economic development in Rudong county, East China’s Jiangsu province.

如东县位于江苏东部，大型投资项目已成为推动如东经济发展的强劲动力。

Rudong has 106 kilometers of coastline along the Yellow Sea, more than 70,000 hectares of mud flats and over 6,000 square kilometers of sea area.

如东拥有106公里黄金海岸线、7余万公顷滩涂、6000多平方公里海域。

The construction of highways, expressways and railways running through Rudong to the north of the Yangtze River mouth over the past five years has established a foundation for the county’s economic rise. Seventeen Fortune 500 companies have currently invested in Rudong.

如东在“十二五”期间彻底告别了“无高速、无国道、无铁路”历史，交通条件发生了格局性变化，经济社会发展驶上了快车道。17家世界500强企业投资项目落地生根。

“The county should turn its advantages in resources and transportation into strengths in development and competition,” said Pan Jianhua, Party chief and head of Rudong. “Playing up the entrepreneurs’ role in gathering resource factors is crucial to Rudong’s development.”

如东县委书记、县长潘建华说，把良好的资源优势、交通优势、载体优势转化为现实的发展优势和竞争优势，如东紧紧牵着项目建设这个“牛鼻子”，特别是充分发挥企业家凝聚资源要素的核心作用。

The recently finished Zhongtian science and technology industrial park is expected to be a platform for Rudong to attract business projects.

中天科技产业园建成后有望成为如东招商引资的商业平台。

Jiangsu Zhongtian Technology Group, also known as the ZTT Group, invested 5 billion yuan ($769 million) in building the industrial park. The company is a national level innovation pilot enterprise that specializes in the communications, power and new energy sectors.

江苏中天科技集团，也称为ZTT集团，投资50亿元人民币(合7.69亿美元)建设中天科技园。集团是国家级创新试点企业，目前已形成通信、电网、新能源三大产业板块。

Its products are sold in more than 140 countries and regions and it had the highest sales total of optical fiber composite overhead ground wire in the global market, according to the company.

“ZTT”品牌的中天产品已经销往140多个国家和地区，光纤复合架空地线的性能指标超过国际先进水平，产销量全球第一。

ZTT Group was originally a Rudong-based factory manufacturing construction materials in the early 1990s. It has branches in Nantong and Shanghai.

The group regards its birthplace of the town of Donghekou in Rudong as an important base for its future development. With a total investment of nearly 1 billion yuan, it has launched eight projects to manufacture special wiring and a wide range of voltage equipment in Rudong.

在集团战略布局中，最早起家的如东河口镇始终被视为一个重要的板块。中天工业园在如东总投资近10亿元的特种导线、高低压成套设备等8个新项目陆续投产。

“The group has grown stronger thanks to the county authorities,” said Xue Jiping, ZTT Group board chairman. “It is our responsibility to contribute to the social and economic development of Rudong. How high a tree is depends on how deep its roots are. No matter how big the group becomes, its roots are always deep in Rudong.”

集团董事长薛济萍说，中天是在如东县委、县政府长期的关心呵护下发展壮大的，更好地参与、服务如东经济社会发展责无旁贷：“树有多高，根就多深。无论中天这棵树长得多高，如东始终是它的‘根’。”

Last year, ZTT Group’s global sales revenue reached about 26 billion yuan and is projected to jump to $10 billion by 2025, said Xue Chi, ZTT Group president.

去年，中天科技集团全球销售高达260亿元。中天科技集团总裁薛驰介绍，中天力争到2025年产销量实现100亿美元。

Jiangdong Technology Co will be the first company to build assembly lines in the Zhongtian science and technology industrial park and is expected to begin producing its first batch of electric wiring and cables this September.

这几天，位于如东经济开发区的中天科技产业园内，江东科技有限公司一期特种光纤、光缆项目正在加快建设，有望9月投入批量生产。

Sany Heavy Industry, the world’s fifth-largest engineering machinery manufacturer and which is headquartered in Changsha, Hunan province, invested 3 billion yuan in its industry park in Rudong in 2012.
三一集团是全球第五大工程机械制造商，总部位于湖南省长沙。2012年，三一重工如东工业园项目开工，总投资30亿元。

“I am confident in Rudong’s investment environment, its government support and the prospects of future economic development in China,” said Liang Wengen, president of Sany.

“如东良好的投资环境，各方面对三一重工投资如东的积极支持，中国经济发展的美好前景，都让我充满信心。”三一重工董事长梁稳根说。

He said Rudong’s coastal port — which is suitable for exporting heavy engineering machinery — as well as rich land resources and sound industrial infrastructure were major factors that attracted him to the region, adding that there is also a high number of high-quality employees in Rudong.

梁稳根认为，具有土地、港口等资源优势的如东，是实体经济发展的“潜力股”。“这里不仅是成本‘洼地’，这里还有生产和售后离不开的优秀员工，重型机械出口需要的优良港口，如东有这样的叠加优势。”

Sany-Palfinger Special Vehicle Equipement Co, a special vehicle equipment company co-founded by Sany and Palfinger AG, a company based in Austria, began operations in late 2014 in Rudong. Its proprietary technologies have helped win orders worth 300 million yuan from Venezuela. The company also exported products to Russia in October.

三一帕尔菲格特种车辆装备有限公司总部位于奥地利，于2014年末在如东正式投产运营。公司凭其专利技术已在委内瑞拉拿回3亿元订单。去年10月，公司产品出口俄罗斯。

Li Mingfu, operations director of Sany-Palfinger, said demand this year has exceeded the company’s expectations. The joint-venture delivered 94 vehicles in March and 120 vehicles in April.

“今年想不到的红火，3月份交货94台，4月份要交货120台，一季度已有70台出口东南亚。”公司总经办主任兼代理运行总监厉明福告诉记者。

“There are some new customers in Southeast Asia, the Middle East and South Asia,” Li said.

“今年新增了东南亚、中东和印度等一批新客户。”厉明福说。



To the east of Rudong is Sunshine Island, which accommodates a 100,000-metric-ton liquefied natural gas port, a 100,000-ton petrochemical product port, a 5,000-ton liquefied material port and a 10,000-ton bulk cargo port.

阳光岛位于如东东部，阳光岛拥有10万吨级LNG码头、10万吨级石化码头、5000吨级液化品码头和1万吨级散杂货码头。

The island is connected to the mainland through a 12.6-km-long bridge that crosses the Yellow Sea. The chemical product ports have attracted large chemical enterprises to build office branches in the Yangkou Port development zone, located near the port.

在如东乘车跨过12.6公里的黄海大桥就是阳光岛。石化码头吸引了不少大型化工企业在洋口港临港经济开发区建立分部。

“We provide package services to investors to make sure the government service is efficient and considerate,” said Yu Lizhong, Party chief of the zone.

“我们推行‘套餐制’、包办制，全面了解项目落地建设各方面要求，及时掌握项目落地建设存在的困难，帮助解决实际问题。” 如东县委常委、洋口港经济开发区党工委书记于立忠介绍。
