2018年5月23日，智飞生物发公告宣布，公司协议代理的默沙东九价HPV疫苗（宫颈癌疫苗）获得批签发证明。此次九价HPV疫苗获得批签发证明，标志着九价HPV疫苗正式进入中国市场流通领域，预计7月左右可正式上市销售。
2015年5月，九价首次在中国申请临床；2017年11月拿到临床批件；2018年4月20日提交上市申请，4月29日便获得有条件批准上市，5月23日正式获得批签发证明。
这是有史以来在中国获批最快的一款药品。从申请到获批上市只用了9天时间，11天后便完成首个增补采购在海南落地。
过去很长一段时间，为安全考虑，中国药品审批的时间普遍延后于其他国家。但近年来，HPV癌症疫苗供不应求，疫苗审批也在稳中提速。为满足公众用药需求，国家药品监督管理局将九价HPV疫苗纳入优先审评程序，在基于四价HPV疫苗获批数据的基础上，有条件接受境外临床试验数据。
不仅九价HPV疫苗短缺，内地多个城市的四价HPV疫苗也先后曝出供货紧张情况。
“三四线城市就只有800左右名额，很快就没了，而且目前只交前两支疫苗的钱，第三支还不知道。”一位已经打了第一支四价的刘女士说到，“真的很火，武汉四价已经预约到明年了。”
首先，我们要从为什么九价HPV疫苗可以只用8天时间上市开始解答。
国家食品药品监督管理总局发布的《临床急需药品有条件批准上市的技术指南（征求意见稿）》对用于治疗严重危及生命且尚无有效治疗手段的疾病的创新药给予了有条件上市的定义。
临床急需药品有条件批准上市是指对用于治疗严重危及生命且尚无有效治疗手段的疾病的创新药，在规定申请人必须履行特定获得正规批准的条件下，基于以下情况而批准上市：
1）应用替代终点指标或中间临床终点指标的临床研究结果可以预测该产品很可能具有疗效和临床获益而给予有条件批准上市；
2）根据早期或中期临床试验数据，可合理预测或判断其临床获益且较现有治疗手段具有明显优势，允许在完成确证性临床试验前有条件批准上市；
3）境外已批准上市的罕见病治疗药品。
所以，按照《征求意见稿》，九价宫颈癌疫苗的审批速度非常顺利：4月20日正式申报，4月23日纳入优先审评程序，4月27日通过技术审评。从4月20日申报到4月28日获批，仅仅用了8天。
收到九价HPV疫苗进口注册申请后，国家药监局将其纳入优先审评程序。
多次就产品在境外临床数据及上市后安全监测情况与企业沟通交流，并基于之前四价HPV疫苗获批数据的基础，有条件接受境外临床试验数据，与境外临床数据相桥接，在最短时间内，有条件批准了产品的进口注册。
同时，国家药监局要求企业制定风险管控计划，按要求开展上市后研究工作。
与历经10年才上市的2价HPV疫苗相比，九价HPV疫苗可以利用国外临床数据，而不需国内临床数据，火速通过了上市申请。
而事实上，有条件上市的九价HPV疫苗可能随时被撤市。
《征求意见稿》第十六条已明确表明：
在以下情况下，药品监管机构可撤销已经获得的有条件上市许可：
（一）要求证实产品预测临床获益的试验未能证实该获益。
（二）其他证据证明产品在使用条件下未显示安全或有效。
（三）申请人未能尽职开展所需的批准后药物试验。
（四）申请人传播与产品有关的虚假或误导性宣传资料。
无论是药品还是疫苗，都存在种族差异，利用国外临床数据，有条件上市的九价HPV疫苗如违反了《征求意见稿》，那么有可能被撤市。
