Applicability: Owners and operators of ships that aresubject to air emission controls under MARPOL Annex VI

This is an update to Class News 34/2016 issued on 8 November2016. IMO released the text of resolutions MEPC.278(70) on Amendments to MARPOLAnnex VI and MEPC.282(70) on 2016 Guidelines for the development of a ShipEnergy Efficiency Management Plan (SEEMP) which are attached here for easyreference.

Additionally, this Class News reflects the latest date forthe next MEPC session (MEPC 71) as IMO deferred this to July 2017.

Amendments to MARPOL Annex VI requiring mandatory fuel oilconsumption data collection and reporting have been adopted. These will enterinto force on 1 March 2018, with the first reporting period being for the 2019calendar year.

IMO has previously agreed to address ship energy efficiency througha three-step approach:

The recent IMO MEPC 70 meeting worked on the data collectionstage and adopted amendments to MARPOL Annex VI, Chapter 4. These mean that:

- Ships of5,000 GT and above will be required to submit to their Administration annualreports on fuel consumption and transport work parameters, via a methodology tobe included in the Ship Energy Efficiency Management Plan (SEEMP).

- Uponverification of the submitted data, the Administrations will issue to the shipsa Statement of Compliance related to fuel oil consumption.

- Finally,the Administrations will submit aggregate data to the IMO, which will maintainan anonymised IMO Ship Fuel Oil Consumption Database.

Ships will need to use a standardised reporting format,developed by the IMO, to submit data on:

Shipowners and operators will need to start considering themeans for collecting the fuel oil consumption data that is most appropriate foreach ship and updating the SEEMPs of their ships to reflect this process.

MEPC 70 adopted resolution MEPC.282(70) on 2016 Guidelinesfor the development of a Ship Energy Efficiency Management Plan (SEEMP), whichsupersedes the 2012 Guidelines (MEPC.213(63)) and provides guidance ondeveloping a ship-specific methodology for the collection and reporting of therequired data.

MEPC 70次会议通过了关于制定船舶能效管理计划(SEEMP)2016指南的MEPC.282(70)  决议案,该决议案取代了2012指南((MEPC.213(63)),并为制定用于采集和报告所需数据的船舶特定方法提供了指南。

The IMO is also developing Draft Guidelines forAdministration data verification procedures in order to assist Administrationswith the verification of the reported data and the issuance of the Statement ofCompliance. MEPC 71 (July 2017) is expected to finalise and adopt theseguidelines.

IMO 还正在制定有关船旗国主管当局数据验证程序的指南草案,以协助船旗国主管当局验证报告的数据和签发“合规声明”。预计MEPC71 会议(2017年7月)将定稿并通过这些指南。
